This accessibility statement applies to the Leicester City Council Online Payments website.

This website is run by Leicester City Council. We want as many people as possible to be able to use our website. For example, that means you should be able to:

  • change colours, contrast levels and fonts

Page design

  • Colour is used as the only means of distinguishing text links. This may be imperceivable to people with low vision or colour blindness and fails WCAG success criterion 1.4.1 (Use of Colour).

    • We plan to add a permanent underline to all text links to make them easier to distinguish by December 2022.

  • The basket page does not reflow into a single column when viewed on mobile or at 400% + zoom levels. This fails WCAG success criterion 1.4.10 (Reflow).

    • We plan to review how the page displays at different zoom levels and resolutions to ensure a single column view by March 2023.

  • It is not possible to increase line spacing in places, which may make it difficult for some people to read content. This fails WCAG success criterion 1.4.12 (Text Spacing).

    • We plan to remove resizing restrictions from content on these pages by December 2022.

Page structure

  • Structural page elements, such as headings and tables, have not been used correctly which may make it difficult for some users to discern the structure and purpose of page content. This fails WCAG success criterion 1.3.1 (Info & Relationships).

    • We plan to fix these structural issues by March 2023.

  • Some form fields are not programmatically grouped with their labels or have duplicate label elements so are announced without the context the label provides or in a confusing way. This can make it difficult for screen reader users to understand what they are required to input. This fails WCAG success criterion 1.3.1 (Info & Relationships).

    • We plan to correctly group labels with our form fields by March 2023. Any new forms will be developed with appropriate labels.

Navigation, links and buttons

  • This 'skip to content' link is not implemented correctly so does not allow users to bypass the repeated main navigation. This fails WCAG success criterion 2.4.1 (Bypass Blocks).

    • We plan fix the 'skip to content' link so it allows people to bypass the main navigation by December 2022.

  • The purpose of links is not always clear from the text alone and on some pages the same link label is repeated. This can make it difficult for screen reader users to distinguish between the different links and fails WCAG success criterion 2.4.4 (Link Purpose (In Context)).

    • We plan to change all links so they are meaningful without the context of the surrounding text by March 2023. Any new links added will also have clear purpose.

  • The presentation of text links is not consistent across the website so people may find it difficult to discern what is and isn't a link. This fails WCAG success criterion 3.2.4 (Consistent Identification).

    • We plan to adopt a consistent link style across the website by December 2022.

Form help and errors

  • Tooltips provide contextual help for people as they move through forms. The help text that appears is not hoverable and does not persist when the mouse if moved away from the tooltip icon. This fails WCAG success criterion 1.4.13 (Content on Hover or Focus).

    • We plan to make this tooltip text hoverable by 12/2022.

  • Error messaging and status messaging on some parts of the form is not announced assertively by a screen reader so blind people may be unaware an error has occurred. This fails WCAG success criterion 4.1.3 (Status Message).

    • We plan to make all error and status messaging assertively announced by March 2023.

This statement was prepared on 28th September 2022. It was last reviewed on 27th September 2022.

The website was last tested on 28th June 2022. This website was tested for compliance with the Web Content Accessibility Guidelines V2.1 level A and level AA, and the test was carried out by Web Usability Partnership Ltd.

We used the Web Accessibility Conformance Evaluation Methodology (WCAG-EM) approach to deciding on a sample of pages to test.
